REALSOFT and PALCO successfully develop and implement the electronic solution for Jordanian parliamentary elections of 2016

REALSOFT Advanced Applications together with PALCO completed developing the electronic systems   designed for managing the parliamentary electoral process through connecting all voting centers with the central database.

The electoral electronic systems included all the electoral process phases, starting from the preparatory stages (pre-elections/pre-experiments), through the voting and votes screening systems designed specifically for the elections day, and ending with smart systems for data collection and statistical reports on the post-election stage and extracting and disseminating results and reports.

On the other hand, all candidacy applications all over the Kingdom were received and processed using a system connected with a database for voters’ lists, and all electronic nomination procedures were followed through the systems designed for that purpose.

The systems designed for elections consist of two main sections: administrative systems work internally inside the Independent Election Commission as backend systems to manage the whole process, and systems that operate outside the Independent Election Commission such as; the voting and screening ballots systems in voting centers.

All the electoral systems are linked with a centralized database that works as the basic unit of the system, and based on that, the company has developed a system to manage the administrative processes in the backend system where there are many screens designed to make it easier for the user to perform administrative operations on two main levels: the first level, to  follow-up with the electoral process systems both the voting and screening systems in voting centers, which represents the lower level of monitoring the administrative processes, and the other level which is the top-level of management, and it focuses on monitoring the workers in the previous level, in addition to providing statistical reports to review the overall systems and it’s levels.

The system also offers the ability to define and prepare the basic functions and working environment for the electoral system, by allocating a section in the screens to enter basic data needed by the system to begin preparations for the electoral process, such as: inserting provinces and constituencies, and other basic system requirements. The system also allows through the follow-up department, to create and identify, activate and deactivate the users, as well as, giving them permissions either on other systems or on the backend system operations or its features such as changing the password for users and some other features.

On the other hand, the system displays ratios and number of voters on several levels (kingdom, province, department), in addition to the displaying primary and final results, votes screening status, winners result, and auditing results on multiple levels.  

Besides that, the company provided a special system for the voting process and has linked it with the central database which lead to linking all voting and ballots stations all over the kingdom, which resulted in accuracy in the process and preventing voters from voting in more than one voting station through preventing them from casting ballots in other than their allocated ballot boxes by linking their names with their voting stations, where and through the ballot system, the employee in the center can check the names of the voters eligible to participate in the elections, and it enables the user to know whether the person has previously voted or not, alongside with details about when, where, and in which ballot box.

If a person hasn’t voted yet, his voting status will change to “voted” after they cast their ballot (pointing that electronically) and this information will be circulated to all polling stations across the kingdom. The system doesn’t allow second editing for the information entered, which prevents errors, knowing that every ballots box is linked with the center through (3) back-up services that enable a ballots box committee to audit the elections process even during electricity blackouts.

 

In addition, the system allows the attendees (presenters, observers and media) in the ballot counting room to review the details of every voter on a screen connected with device of the user entering the data to ensure the process integrity and accuracy.

The electoral system is equipped with a data encryption feature to prevent even the system administrator to access the data and deal with it, since only the data entry user can handle the data through special screens. The electoral system inside voting stations displays the number of voters updated moment by moment, where the data is available to everyone around the clock.

Moreover, the system instantly displays numbers and statistics related to the elections process online through the special screen connected to the Business Intelligence (BI) system in order to allow those interested in following up with the process in numbers and statistics, moment by moment, as the system displays the total number of registered citizens eligible to vote, along with the number detailed in terms of gender. The system also compares those number with the number of citizens who participated in the elections, total and in gender based as well.

The system is featured to display the elections numbers and statistics smartly on the form of graphs of statistical significance, which gives the researchers, decision-makers, and other interested parties information that are easy to read and understand and derive information from. In this context, the system displays a graph showing the distribution of the total numbers of voters (i.e. citizens who attended polling stations and casted their ballots) at the level of each province, and displays another graph that shows the distribution of the overall numbers of voters (i.e. citizens eligible to vote whether participated or not) (allowed) election, whether elected or not) at the level of each province.

The system can also display the information using an intelligent diversity of forms and on multiple levels, it also provides a news ticker that showcases the overall number of citizens who voted in each province.

On the other hand, the company deployed the Geographical Information Systems (GIS) techniques through the Operations Room system; which allows the user to follow up with the electoral process before the voting process begins and it allows following up with the state of each ballots box whether it’s in use or not during the voting process, by recording the login and logout times of each center where the system displays the previous information on a map indicating the centers using points on a colored map with several colors, each color states the center connectivity status with the system, for example; red indicates there’s no connection, while green demonstrates that there’s a connection, making it easier for managers and employees to identify areas that require follow-up, visually .

The company also provided an application running on portable systems (tablets) and works offline, which also allows the citizen to know the ballots box where he’s entitled to vote in before entering the voting station.

In the same context, the system allows the user to track the status of screening votes and how much was achieved after compiling the votes, during screening and after completing it, by displaying the completion percentage of votes all over the Kingdom and the ability to display the ballots boxes that have been completed, the boxes that are not done yet, in addition to the boxes in progress, and the completion percentage for each one of them through querying. The system displays this information in the form of colored points on the map so that each point represents a center and each color represents a completion status; for example, red represents a center with unfinished work, green represents a center with finished work. Moreover, the system provides the former properties on several levels (provinces, constituencies, polling and screening centers, and the entire Kingdom).

For its part, the Independent Election Commission praised the solution provided by the company, for achieving the requirements of the electoral work to the fullest and for the effort made by the company in overcoming the difficulties relating to the electoral process

It is noteworthy that, REALSOFT Advanced Applications developed the solution for the former elections in 2007.
